The Khyber Pakhtunkhwa Private Schools Regulatory Authority (KP-PSRA) has reiterated its directive that no private school can charge admission fees, annual fees, or capitation fees under any name. This directive follows a judgment by the Peshawar High Court in WP No. 1995-P of 2020, issued on December 14, 2021, which explicitly banned such charges.
In a formal notification dated December 23, 2021, KP-PSRA declared that demanding these fees is not only a violation of the KP-PSRA Regulations 2018 but also a contempt of court. Despite this, recent observations indicate that many private schools have resumed charging capitation fees from students for the 2025-26 academic session, prompting the Assistant Director of KP-PSRA, Atta Ullah, to issue a fresh warning on March 17, 2025.
The latest directive reminds all private schools to comply with the regulations and the court’s decision, warning that strict legal action will be taken against institutions found violating these rules. The notification has been circulated through the KP-PSRA online portal to ensure compliance.
Parents and guardians are urged to report any violations to KP-PSRA authorities, as charging additional fees apart from monthly tuition is now legally prohibited. Institutions failing to adhere to the directive may face severe penalties, including legal proceedings.
